Town of Hamden Town Board Meeting of September 2, 2026

Superintendent of Highway Tweedie reports that we are getting back from the CHIPS funding $369,778. He also reported that equipment and signage is positioned on the Hoyt Road site and the stream stabilization project should be done before September 15th. The Scobie Road stream stabilization project made #8 on the Soil and Water priority list. This seems to be good for a next year project.

Hamden Wastewater report for the month indicates the Mill Street pump is still not working right and will be investigated further. Working on a float at the main waste water facility. Processed 303,352 gallons of wastewater for the month or 9,782 gallon per day.

Schoolhouse hours remaining for the season is September 12th and October 4th . 11 am to 2 pm. Or by appointment.

There will be a Battery Energy Storage System presentation by EDF Power Solutions on September 16th at 6 pm at the Hamden Town Hall. It will be followed by a question-and-answer session.

We have received the final payment of $46,632 FEMA funding for the 2018 disaster event.

Water District #1 reelected Scott Sullivan to a new 3-year term as commissioner in Hamden and they also elected to raise rates by $10 per quarter to meet increasing expenses. Water District #2 in DeLancey reelected Mike Reynolds as commissioner for a 3-year term and also raised rates by $5 per quarter to meet capital fund needs.

The board approved a resolution to possibly exceed the State recommended tax cap levy. This is done every year in case we need to exceed the 2% tax cap. In reality, with increased costs in insurance, wages and fuel, we probably will exceed the tax cap.

The board nominated Bud Gladstone, Andes, Bruce Dolph, Walton, and Christine Viafore from Delhi, as their choice to the Coalition of Watershed Towns board. Alternates were: Jeff Gearhart from Delhi, Robert Hafele from Colchester, and Will Outsen from Meredith.

The board approved a resolution objecting to the NYSDEC proposed solid waste management regulatory revisions regarding leachate management. If approved, it will essentially close down our county landfill. Under these proposed regulations, it would be cost prohibitive to have the landfill in operation. The board will send their resolution electronically to NYSDEC before the deadline of September 9th.

Delaware County Board of Supervisors Meeting of September 23, 2026

The board passed a resolution accepting $50,000 towards the appropriation of JUUL Settlement Funds. Funding is to help people quit vaping, enforcement of vaping laws and research and surveillance per outlined guidelines. This was funded by the NYS Office of the Attorney General.

The board approved a resolution in securing funds for the Sheriff’s Department in the amount of $12,335. The department would participate in the “Statewide Police Traffic Services Program”, the goal to increase seat belt usage and reduce dangerous driving behaviors.

The board approved funding of $14,945 from the O’Connor Foundation for lifeguard Certifications through the County Youth Bureau.

A resolution was approved in the amount of $104,000 for the Multi-Jurisdictional All-Hazards Mitigation Plan. This funding comes from the NYS Division of Homeland Security and Emergency Services.

A resolution was approved in the amount of $450,000 as an account transfer from Services for Recipients to Family Assistance in Social Services. This is to meet program guidelines and for better funding reimbursements.

A resolution was approved in transferring $836,424 in funding from Contracted Services to the Office of the Aging for the senior meals program.

A resolution was adopted by a Supreme Court Order to reduce the assessment of Suputo Cheese USA from $2,481,150 to $1,679,040. These figures are at a 30% equalization rate in the Town of Delhi.

A resolution was approved to dispose of various pieces of equipment in the Sheriff’s Office. Such items were 01’ Artic Cat’s, 2000 Gator, 2007 Polaris Ranger, 2014 Ford Econoline and a 2001 Armored Freightliner.

A resolution was adopted to recognize October 4-10 as National 4-H week.

A resolution was adopted to transfer $15,000 from Safety Net to Emergency Assistance for Adults in Social Services. This was needed to meet the abnormal requests for Emergency housing and heating.
