Town of Hamden June 3, 2026 Meeting minutes
Highway Superintendent Tweedie reported that paving projects were planned for Gregory Hollow, MacGibbon Hollow, Basin Clove, and Cemetery Road. Sealing will be done first week of August. The new Street Sweeper on our loader, is working very well.
The board approved a local law entitled Town of Hamden Site Plan Review Amendment. Basically, it added a section on signages in town. One change was made from the discussions with the public and the law was approved.
The board also approved a local law entitled Town of Hamden Moratorium on Commercial Data Centers. This would be a one-year moratorium so that we have time to develop a local law governing data center.
The board also approved hiring Principle Engineering from Norwich to work on the East Brook Road culvert replacement. It would cover site survey analysis, geo-technical evaluation and a hydraulics analysis.
The board discussed a request for a hamlet designation parcel removal in DeLancey. After much discussion, it was decided not to remove the 116-acre parcel request from the hamlet. The hamlet of DeLancey is totally encircled by easements and it was instrumental in making the decision. It may be reviewed again in 5 years if they continue to ask for its removal.
Supervisor Marshfield reported that NYSEG will be rebuilding their 949 electric transmission line in place from the Town of Bainbridge through Sidney, Franklin, and Hamden. In Hamden work will include aerial crossings over Dunk Hill, Fish Hollow, Crystal Creek Road, Debbie Lane, East Brook and Ridge Roads. It is projected to start in 2027.

Delaware County Board of Supervisors meeting of June 24, 2026
A resolution was approved as a budget amendment appropriating Opioid Settlement Funds to the Delaware Valley Hospital in the amount of $107,816 and $12,184.
A resolution was approved as a budget amendment in the Summer Youth Employment Program for the Department of Social Services in the amount of $150,367. This is for disadvantaged youth and is 100% reimbursable.
A resolution was approved in accepting $15,000 from the EMPOWER Local Partners through the NYS Dept. of Education. This is for the County celebration of the 250th Anniversary of the United States of America.
A resolution was approved as a budget amendment through the Department of Emergency Services to transfer $73,828 from their communications system account to Contracted Services. It was recommended by the County Fire Chiefs to send out an RFP for a professional study to analyze how to assist fire services to find solutions to their manpower shortages.
A resolution was approved in the amount of $95,000 to transfer funding from personal services to the medical director account in Mental Health. A new medical director has been offered the position.
A resolution was approved in the amount of $18,228 to transfer funding from contingency to professional psychiatric fees for inpatient psychiatric hospital costs for one individual for the month.
A resolution was approved to increase the petty cash funding in the Office of the Aging for the senior dining sites. Fund increase per site from $50 to $70.
A resolution was approved in the amount of $457,423 for authorization of award in the Department of Public Works. The low bid for structural steel went to P.S. Bruckel Inc. from Avon, NY. The steel is to be used on two bridges, one in Harpersfield, and one in Grand Gorge.
A resolution was approved declaring a negative declaration for an unlisted action under SEQR in connection with the purchase of property at 9878 State Highway 23 in Davenport.
Various pieces of equipment were approved for disposal: 2016 Ford E-350 Bus, 2009 Western Star Dump Truck, 2009 John Deere Backhoe, 2007 Western Star Dump Truck, 2004 Lincoln Mig Welder, Airmate Air Compressor and a 199 Ford Utility Truck.
A resolution was approved to apportion the semi-annual mortgage tax to the Towns and Villages. Total amount was $604,072 with $17,605 going to Hamden.
A standard work day resolution was approved as required by the NYS and Local Employee’s Retirement System. Those reporting to the system were supervisors from Deposit, Franklin, Kortright, Masonville, Roxbury and Sidney, along with the County Clerk and Treasurer.
